my skin loads bootstrap from CDN. if i enable composite files under host/client resource management  bootstrap css file is not included in composite file.  i tried clearing cache, recycling app pool, incrementing version, nothing works. is this known issue? should i include bootstrap locally?

The CDN will not included files in the composite if a file (css or js) is on a domain that is not a portal alias within DNN (it has to do this as we have no good way to know if the CDN based file has changed) - the CDN based file should be still included though (with the link to the CDN)
