I went to the download page here and it had to platforms to download: Standard Process and MS Web Matrix.  I first tried the Standard Process and it would not install from Microsoft Web Installer.  It said the link was not valid.  I tried several times.  I then tried the Web Matrix version and that installed.  So I've been trying to use that with the existing DotNetNuke website we have that was built in Visual Basic?  Is this the correct platform?  I don't see the ribbon menu with Admin, Host, Tools, etc. described in the online help manual.  I see an icon button menu with Run, Publish, etc. buttons.

There is a link for "New Install" and one for "Web Platform Installer". If you're familiar with IIS and setting up a site, you can use the "New Install" option. That will give you a zip file that you extract to a folder. You then create a site in IIS using that folder. You'll also need to tweak the web.config file to get your DB setup properly and make sure a few permissions/settings are right in the file system and in IIS.

The "Web Platform Installer" kind of automatically does it all for you, but then it doesn't run in IIS directly, it runs through web matrix (if I recall correctly). I suspect that you're seeing the "Run" buttons and stuff in web matrix - it's asking if you want to launch the site you're hosting there. Presumably, you do... so hit "Run".

DNN is now built around C# not VB - this has been the case for a number of versions now. It is however code compatible in many cases with VB modules.

Now having said this - could you maybe explain what it is your are trying to do - if you have an existing dnn web site - what are you trying to achieve by downloading a new version.

DNN is part asp.net code and part ms-sql database - both parts need to be configured to work together.
If you download the webmatrix version it would attempt to create a new database for its install for example.

I am new to DotNetNuke.  I'm a C# developer and the company where I'm working has a website built in DotNetNuke.  If they make me an Admin and ask me to add a page or add content to a page I want to be able to do that.  I've looked at the online Help documents here and I still don't know where to start.  I can't find the Control Panel they describe in the Help document.  I'd be satisfied setting up a Hello World website that I can play with locally just to let how to add a page or add simple content.  Do I need to have IIS running locally to do that, or will the DotNetNuke environment give me a developer browser (like Visual Studio does)?

to add a page or content to a running DNN website you don't need any local installation - just an Admin or Superuser account.
Once you are logged in, you will get displayed the control panel on top of the page, where you may edit page settings and permissions.
You may switch to edit view, to get editor controls for modules displayed, to move, edit content or settings etc.
You will need VS, if you need to customize code of existing modules or create new ones.
