do not create Websites inside the Default Website, there might be Errors with inherited web.config. Use a Directory aside wwwroot instead

Sebastian, I created the site under the 'Sites' as all my other DNN portals, have given 'Everyone' full permissions but still having the same problem as before. I deleted the app pool, and used another one which I'm using on a different site, but still the same problem. I can view from the browser the CSS if I like directly to them. The problem still remains.

It looks like the IUSR did not inherit all permissions. I removed all the users and re-added them and it worked. Thanks for your help.
