Problem solved.

The copy command neglected to copy everything.

However, I should point out that after the DNN7.4.0 InstallWizard successfully completed all steps in the process I clicked the "Visit Website" button and after a 4 or 5 second delay the browser displayed "DNN Error".  The URL and the eventlog indicated a "page load exception" raised in a Web.UI component. It is worth noting that the new database created for the installation was correctly populated with DNN tables/data by the installer. Anyway, I did not want to invest time in troubleshooting this issue and so I thought a possible work-around might be to apply the DNN7.4.0 upgrade to the defective DNN7.4.0 instance and indeed that idea worked!   The upgrade process stated that version 7.3.4 would be upgraded to version 7.4.0. That is a strange because I used the DNN7.4.0 installer. This experience makes me wonder: Has ANYONE besides me attempted to install v7.4.0 from SCRATCH?

it sounds like you experienced an issue with the 07.04.00.sqldataprovider script, which resulted in the last step not being properly applied.
One issue could have been the database not set to compatibility Level 100 or higher during Installation - this step is included in the script but might not have had immediate effect.

btw, I installed two or three sites with DNN 7.4.0 without issue, it doesn't seem to be a General Problem of the package.

Not only was this a fresh DNN v7.4.0 install but the SQL Server 2012 SP2  (Express) was also installed from scratch.

Has that scenario been tested?
