This happened already once this week, and I purged the event logs according to a script I got in another post, and it started working and logging again.  Tried to check the even viewer this morning and get:

it Looks like the foreign key constraint is missing an "on delete cascase", you may usin SQL Server Management Studio to enter edit mode for table ExceptionEvents and edit the FK Constraint to add this Setting.
According to the upgrade script, this reference should have been set correctly.
