It is the same, you would observed that, initially there is a POST, when server responded with HTTP/1.1 302 Object moved, then it try a GET, this caused that 405 error.

So why would it encounter a 302? The object is moved to the same location?

When I login to my 7.4 site and click File Management I get one POST which returns 200.

You example looks different because you POST to http://xxxx... in the line below it says Host: www.fongshoon.org

In my case the host value and the http:// are the same. I don't know if and why yours are different, but it looks suspicious.
