Header and Footer Section may be found in Module Settings (you Need to be in edit mode, to get the module menus displayed).
DNN Announcements does not support templates, I am not sure about BBNews. DNN NewsFeed module is a news aggregator, which may use a scrolling XSL template.

SInce you appear to be wanting to work with javascript you might also be interested in the page headers...

I think you might look at the Page Settings -> Advanced -> Page Header Tags.  You can place javascript here.

There is also a useful content injector module that will let you place content in the header as well as near the closing body tag which can be helpful.

Another method is to use the dnn:jsinclude skin object because then you can leverage the composite files, prioritization capabilities, and minification features in the Client Resources API.  If the js is not page specific this is usually my preference.

Assuming your requirements can be met by something like a jquery plugin...  Then you don't need an an extension/module if you learn how to get javascript files working for you by one of the previous approaches and use a jquery plugin.  I see there are some jquery ticker plugins.

http://plugins.jquery.com/?s=news+ticker

There may be a module out there that wraps up a similar jquery plugin but if you learn how to insert the javascript on your page you will probably not look back.  It frees you up to use any jquery plugin you like without needing a 3rd party module.

If javascript is not something your comfortable with, or the ticker demands greater functionality, then a module might make more sense and you can search the store for one.  I see some here.  I have no experience with these modules but they may offer a more robust solution that will serve you better in the long run...  It would be wise to take a look at them.
