You need to login using an account that has host access to see the host menu items you mention. You need such an account to do serious administration.

You will need access to the server to do any kind of DNN version upgrade. (Or you will need whomever does have access to the server to do it for you.)

No worries, we all have to start somewhere ;-) 

Ok to see the files in your site you'll need to go into the Host Settings (looks like this in recent versions http://screencast.com/t/aj7s5O5u) and add the .ASCX file extension type in the "Allowable File Extensions".  Then you may need to clear cache or recycle the app pool, but after that you should be able to see/upload/download the .ASCX files from under Host > File Manager. This should help you access and update the skin files you want. 

Once you make the updates I would remove the .ASCX extension from there just to be safe too

Ah yes, great point Richard - you should be logged in as the Super User or "Host" user as we refer to it in DNN. 

When logged in as the Host you will see another option in the Control Panel for "Host" as shown here

Ahhhhhh ... Super User ... Host ... that would explain all kinds of things. Is there any way to tell who is and is not a Host/Super User? In the user account section I don't see any roles listed, which might just mean I don't have access. I've seen that classification occasionally as I poke through the site, but I have a sinking feeling the only one with that permission is the original developer whom is MIA at this point. 

This is such a can of worms :p But I can't thank you all enough for your guidance so far. I've been banging my head on my desk quite a bit lately.

If you are host/admin you can see who is 'below' you . You cannot see 'upwards'.

If you know/can guess a host account name and password then you are in. Clearly any system is only as secure as that knowledge.

If you don't know/can't guess then the easiest way to wrest control requires the ability to run updating SQL statements against the underlying database. I mention that specifically because it may be easier for you to get that access than gain 'full' access to the server.

Anyone who has the ability to run SQL against the database is clearly inside the application's security perimeter. It's also possible that someone who can, would run the SQL for you even if they won't give you full access to the DB.
