content on the page is not relevant - check page settings "display in menu" check box and start/end time

Yea, i didn't see any documentation to that effect, but i assure you that is the case with the evoq install, at least in this case. 

All pages have the same display in menu setting settings. The only difference being some have html module content and others have not been worked on yet. Even if a page did have content, if the parent doesn't, both the parent and the child page will not show up in the drop-down menu when logged out. 

I'll be more than happy to show you an example. Even if it means I will stand corrected.  :)

Evoq behaves different than DNN Platform and uses page versioning - which in fact might be a reason for the behavior you are observing.
you should contact support at DNN Corp.

Evoq support is not forum based, you should have support options in your website and by contacting support@dnncorp.com
