Yes, that's possible, even on Windows XP.  I wouldn't suggest it for a professional site but it'd certainly work for a hobby site or testing.

Thanks for your quick response Shane,

This is a class project for final year of technical school which may turn into a real site as there is real client involved.  I'm getting the impression then that XP shouldn't really be used for hosting.  What would be the best and most stable OS for our client to run, and what would be the best solution for the Mail Server then also.  We are using version 4.03.02.  For the time being, we do not have the luxury of suggesting a hosting company so everything will need to go on our client's own machine.

You're welcome.

For a class project, I think it's a great choice.  It's the least expensive way to go plus you can always move the site in the future, if you need something more robust.

Well, Windows 2003 Server really is the best choice for OS, in my opinion.  A free trial is available for download from Microsoft; for testing in the classroom, that'd probably be a good way to go.  If you're just sending mail you should be fine with the built-in SMTP service on that platform.  If you expand the hosting in the future, you'll probably want to look at a full-fledged third-party mail server product.  There are many excellent choices for that!  They each have their own strengths, you'll want to research that a bit and probably you'd be best just to use the built-in service and cross that bridge when you get to it.  You'll have a better idea of your requirements then.
