With ifiniy's URL Master, I was able to create aliases for pages in my DNN install, so that if a user tried to browse to domain.com/agenda, or domain.com/2016/agenda, DNN would redirect them to the correct page.

Is this functionality available in the DNN 7.4? or is there another module that provides a nice gui for this?

Yes, this functionality still exists. You can access it in the Page URL field of Page Settings as shown below

you need to install http://dnnurlmanagement.codeplex.com/ to get the UI for all options of Advanced URLs.
