I want to build a module that would transcribe and translate video subtitles. 

I would like to organize translators into their language groups or some other type of groupings. 

Can I use social groups and language translation pages to translate my custom content. 

What can be translated in DNN: Pages, .resx files, module contents etc. 

How can I hook into these services so I can reuse some of the screens intended for that, notify translators of the new translations tasks etc.

DNN currently doesn't have a "translation service", but if you enable content localization and activate it for a site, it creates translators roles for the additional languages.

You may switch the type of this role to "both", if you want to create a social group for each of this roles. There is no option provided by DNN to display your translation UI, i.e. this is sth you need implement in your module.

the localization editor from codeplex has been integrated to produce the UI inside the core framework. however, it localizes module properties (of an instance per language) but doesn't help to create multilingual content.
Unfortunately, DNN Core Framework doesn't support multilingual modules.

What do you mean by: DNN Core Framework doesn't support multilingual modules

You can see that by doing these settings:
-HostSettings... Allow Content Localization
-Language Management... Enable Localized Content
-Languages.. Add and activate a New Language
an editor will be able to localize at least an HTML module to be localized per page. I understand after enabling
"Allow Content Localization" some SQL changes or deep DNN changes are done.
To me that is some support for multilingual modules like HTML module. Am I right here? Are other modules localizable in this fashion
(by flipping to pages in different languages, additional modules are automatically created per language page).
