I was able to successfully clone the site (after having to install SQL 2016 since the host is ahead of me!) and it comes up beautifully, but the links seem to all think it is still the main site, www..., vs the development site, dev...

Can I rerun the wizards and change the domain or do I just call them both www and toggle back and forth between the live and local copies using host file entries, or what?

Almost certainly you are missing a portalalias entry for your dev site.

I was looking at that table last night.  Never heard of this but it looks like the answer.   Will give it a try when I get home.  Darn boss wants work out of me today!
