I have an upgrade site running 8.0.4. This is an older site that started somewhere around v6 and has been upgraded. When I login into a clean installation of DNN v8 and edit a SuperUser account..I can see the option to "Make Regular User". In the upgraded site this option is not present. Did something not upgrade properly or do I need to change some setting for this button to appear?

I am not aware of a data constellation, which would suppress this option. I.e. it looks like you are not running latest version of the module.
Did you compare the module type being used and the version of it?

I checked the User and Roles module version and it was 8.0.4. I removed the module from the page and readded. I can now see the "Make Regular User" option.

sounds you still had a prior module installed.
