All HTML editors are now not able to upload files and i am seeing the following error in the log (user does not see any error messages). Site is up and running with out any other issues. recreated the web.config from the full install and still see the issue. Any ideas?

did you unblock the downloaded upgrade package prior to unzipping the files contained?
Did you overwrite all existing files with the ones contained in upgrade package?
Are you running the IIS App Pool on ASP.Net 4 in integrated mode?
