A module has been uninstalled accidentally. 

I have a full backup of the server; what steps do I need to take if I restore from the server?  Do I also need to restore the database?

To be on the safe side, you should restore the database and the files directory.

If the module simply was deleted from a page, you will find it in the recycle bin.

database and files belong together, the database contains registration of each modules, its controls, settings and instances.

It was uninstalled, so, wasn't in the recycle bin.  I have reinstalled and configured the module but dnnSmart Yahoo Weather does not always update each city and display a message "There is no data on this area"
