Most of my skins are localized by site and are located in the Portal/x folder. I cannot access theses skins or settings for the skins (or site skin/container defaults) in the new persona bar. Do the skins/containers need to be moved to the Portal/x-system folder in order to function?

Probably better to move them to Portals/_default and give the skins and container folders names that are separate.

The site specific skin and container folders were somewhat deprecated/removed/discourages in either later versions of 7 or in 8, mainly because skins in particular have gotten heavy with code, jquery, and the like. The idea that administrators should be able to upload that sort of stuff is what has been deemed undesirable.

This sounds very strange to me to make a decision based on one user case? Because you say that it got 'heavy with code' on the DNN part (and thus not related to the skins of the community) isn't this something that should be fixed on the DNN side instead of removing the functionality completely?

You can have different portals where there is no correlation between the portals. You don't want to show 20 different skins for all the different portals. you want to apply those that are relevant for a portal. That makes the functionality such a great outcome.

I've read this kind of posts on the forum a multiple times now and it looks like the visions on functionalities by DNN do not meet the vision of the product users here.

Will this functionality be brought back (in the near future)?

Note: site specific skins need to be located in 0-system folder, which makes sense, as the 0 folder might be relocated to a remote drive and files cannot be accessed directly any longer.
However, there have been errors reported, i.e. for DNN 9.0, you might stick to skins in Host folder /Portals/_default.
