I am  curious about something I logged the issue in Jira tracker DNN-9327 on 30 Jan 2017 but I found it marked as duplicate for DNN-9633 which was created 3 months later. I thought the newer one would be duplicate ).

When there are duplicates determining which one is the duplicate normally is based on date but there are other factors to consider. In this case, it was a matter of taking action on one and later on realizing the older one was reporting the same problem. 

Side note: As of 9.1.1 you can use portal specific themes but there is no way to upload them directly to a portal (so you have to use FTP or access the server directly). In 9.2, we are making it so hosts can install themes specific to a portal: https://dnntracker.atlassian.net/browse/DNN-10059.

 Thanks for clarification but until now when I put skin for a portal manually in [PortalID]-System/Skins ... the System looks for the portal skin in [PortalID]/Skins instead ... so I mean I reported this on 30 Jan 2017 and it was closed as duplicate for newer less descriptive issue ignoring this issue and the issue still exist in Feb 2018.

 Sorry Actually it works when I set [S] instead of [L] path but for the themes/folders menu it still loading themes from PortalID/Skins path
