There are many way to call the DotNetNuke build in NaviageURL.  In my project, I created a class called Utility and it it I have a function like the one below

Public Shared Function NavigateURL(ByVal ParamArray AdditionalParameters As String()) As String

Dim PortalController As Entities.Portals.PortalController

Dim PortalSettings As Entities.Portals.PortalSettings = PortalController.GetCurrentPortalSettings

Return DotNetNuke.Common.NavigateURL(PortalSettings.ActiveTab.TabID, String.Empty, AdditionalParameters)

End Function

Any where in my program, I will call the Utility.NavigateURL and pass in pair(s) of key/value.  For example

Utility.NavigateURL ("userid=" & userid, "categoryid=" & categoryid)
