The User Accounts module and User Roles are both deleted when upgrading to DNN 9.1.0. It deletes files from the directory and gives this error:

Error: is currently unavailable. DotNetNuke.Services.Exceptions.ModuleLoadException: The file '/DotNetNuke/DesktopModules/Admin/Security/UserSettings.ascx' does not exist.

I had put these modules on a page accessible by site managers.  It looks like a bunch of files were deleted out of the .../Admin/Security/ folder.

The upgrade from 9.0.2 to 9.1.0 also deleted the Newsletters module that I had installed, even though it still showed as being installed in Extensions. I had to uninstall and then re-install it to get it to work again. Its files were also in the /DotNetNuke/DesktopModules/Admin/  folder. It shouldn't have deleted these files and still left the module showing as installed on the Extensions page! Newsletters is a valid module.

The User Accounts and User Roles modules are the only way to let non-admin managers of a site maintain a user list properly.  I have to revert back to 9.0.2 to retain this functionality. I hope this is a bug and not a policy change.
