As the title suggests I cannot find anywhere in DNN 9.1 to insert the Google analytics tracking number. Am I overlooking this setting somewhere?

I'm going to assume this is not included in DNN9 as I can't find it.

Correct.  Google Analytics is not included with DNN 9.  There are several good 3rd party modules available for managing GA for your site. The Google Analytics Advanced module on the DNN Store also includes a DNN 9 specific version that integrates with the Persona Bar.
