After wrestling an update (DNN7->DNN9) that would not work, I had to remake my site in DNN9 essentially from scratch. The old admin menu is not an option for me anymore.

I need to change the privacy policy and terms but with the persona interface, I only find a small windows that allows you to see maybe five words at a time. Is there a better interface for this?

unfortunately not atm. You may copy the content into a text Editor and paste back into the field afterwards.

When you copy the text it changes all the tags to &codes. so it's not easy as you describe. Bummer...

One problem ALL DNN/Evoq users may face is that the TERMS page is wrong and possibly leaves you open to litigation because it states:

" To the maximum extent permitted by law, this agreement is governed by the laws of the State of Washington, U.S.A. and you hereby consent to the exclusive jurisdiction and venue of courts in San Mateo County, California, U.S.A. "

I am not a lawyer but San Mateo county is not in Washington State. This one line could make the entire terms null and void. Also it should be editable for people in other states and countries to change as appropriate. Perhaps some fields like [SiteCounty] [SiteState] etc...

You should always adopt Terms and Privacy statement according to your needs.
It might be easier using dedicated pages than the default skin objects and resource texts.

Thankfully this site is English only and although I understand why you say that, I feel it is a built in feature of DNN so it should also work from that perspective. Especially considering that 99.9% of the skins are built to use the Privacy and Terms controls.

Seems like a more and more things I have expected to work, need workarounds to accomplish.

Finally, I was able to edit it using Visual Studio's resource editor which frankly is just a simple text box but it did the job.

Thanks for your assistance.
