I have added a few empty HTML modules on some pages for the content editors to use. The modules are added to the page with the default text "Add Content..." in the module and everything seems to display correctly. Empty modules show nothing on the page as expected. However after a while when the page is viewed by anybody they see the text "You must be in Edit Mode to enter content, and then you can use the Module Action Menu or Module Action Buttons to manage content".

All of the permissions seem to be set correctly.
