how do you customize font, font color, etc of topic titles etc of the forums in a DNN install?

I've done a search of this forum and couldnt find any threads about it.

When does one customize the CSS and when does one create a new skin?

Change skin if you want to put things in different places on the skin. Use stylesheet if you just want to alter their appearance (colors, fonts, etc.). Reality is a bit more complex, as styles can include some locational info and skins may not expose some elements styles to a stylesheet, but this gives a feel for the answer.

Forum themes allow this. The user docs touch on it and the css files are documented, for the most, part inline.
