Hi there,
Just a quick question, how can accomplish this with SolPart?

And then have it move over etc when you log in to admin to get the menu to correlate with that look and feel?

Dear LiamBFC

Just set the background of the container. Set the backgrounds of the menuitems transparent.  And set the rightseparator.
Of course you must set in a td tag before the menu the same .gif as the rightseparator.
Hope this will help.
