Yes, it pops up before anything is loaded. But once I close it the page loads.

You should check the IIS settings for your website.

Ok, and how would I do that? I'm sorry if that seems like a dumb question. I was just given the site and told to fix it. This is my first time in web development. So if you could point me in the right direction to learn about IIS settings and how to change them then I would be very greatfull.

It's probably because your configured App Pool identity does not have Modify access to the /portals/_default/EvenQueue folder.

    I dont think that is the same problem that I am having. In that post he said that if he closes it the page does not load, and on refresh it works. But mine will load even if you close the login and on refresh it still prompts me to log in. I still would like to know how to change these IIS settings and what I need to set them to.
