Is there a setting or something in DNN that when maintenance is performed on the SQL server that a 'Maintenance' page can be defined to redirect to instead of the 'Error' pages?

yes, DNN supports an UnderConstruction page. Theres a good guide to this (with a video) @ http://www.dnncreative.com/Tutorials/DNNTutorialsforBeginners/HowtoupgradeDotNetNuke/tabid/202/Default.aspx
