I must be doing something wrong.  I installed the latest 4.03.03 starterkit on a fresh machine at home and did the following steps: 

Did default installation with sql express

Logged in as host, went to admin setting, set user registration to verified.

Went into host settings, set host mail to my email account,  entered smtp.comcast.net and anonymous into the smtp server settings, performed test and I got the test email. 

Then I go to register a new user, and when I click the submit… Error: Register is currently unavailable 

Am I missing a step that you can see?  Thanks very much for your time.
