Has anyone put some thoughts into being able to manage templates? The reason I'm asking is I've been creating several sites using DNN and most have been made using the same template file with content included. However this leads to more work in the future on my end when each site needs to have the same links, docs, etc. updated. Are there any plans for allowing an Admin/Host to change multiple site's content using something like a templateID?

There are portal templates - but only for creating portals, not for updating them. In the general use case of DNN, each portal is edited individually and update like adding/editing/replacing and deleting modules becomes impossible without the risk of data loss.

I was thinking about the data loss problem myself, right after I originally posted the question. Wouldn't it be possible to have something like a core templateID in addition to the portalID that is used? I'm not sure how difficult it would be to have modules that have an additional core templateID. To limit the chance that you lose data site admins may be allowed to change the view permissions for these modules, but content could not be changed/deleted unless you are a host. Host changes to the templateID module(s) would then replicate to all child portals at the same time since a change needs to made only once.

The other reason that something like this might still be useful to implement is that these new portals would then share the same folder for file management. Currently creating a new portal with a template that includes content basically copies and pastes the whole site including documents and images, which could turn into a nightmare to manage if someone needed to create xx number of department pages in a corp setting.

Although I see your need, the approach is not conform with the use cases DNN was designed for. There is an extension on the DNN road map, that could include part of your needs: portal groups, but it has not yet been scheduled.
