I have found 2 major issues with tracking. First is forum tracking.  If the user has a forum tracked, but they don't have permissions to it, they still get the email. That seems to be a flaw.  Now how does one get a forum tracked if they don't have permissions to it? They go to MY SETTINGS and there is a tracking section. All forums are listed here (this is a bug too.)

The other issue is, if a user creates a thread and marks to track it, then that thread is moved into a forum that they don't have permissions to view, they the should not get e-mails concerning this thread.

Thoughts?

In the .07 and .08 versions of the module it clears out those tables because of the previous bugs. This means that this should not be possible anymore and old values from the bug should be cleared out.

Please confirm w/ me you are using a version pre .08. As for the threads and moving, I know this is not handled as it was something that was overlooked. I am trying to think of how to do deal w/ this later on.
