I believe that if you don't touch your DNN site for a while, even though your browser stays connected, DNN logs you out after a certain time period. Is this configurable? How?

you set the forms timeout value in your web.config. If you're running under asp.net 2.0, this value is also used for persistent cookies (see http://dotnetnuke.com/Community/Blogs/tabid/825/EntryID/233/Default.aspx for more details)

Is this the thing to change in web.config

    <!-- Forms or Windows authentication -->
    <authentication mode="Forms">
      <forms name=".DOTNETNUKE" protection="All" timeout="60" />
    </authentication>
 

So does the setting of 60 mean that if I don't interact with my browser for 60 seconds on this DNN site, I will have to log in again? Is that how this works?

Yes, but the value is in minutes.

You can also set sliding time so that it will be 60 minutes of inactivity.
