The problem lies in the way the Core handles file downloads in DNN 4.3.x.  In order to work around the problem with the least amount of modifications (since they upgrade with point releases), I changed to code to point to their Link download asp.net page.

You need to modify the following file...

\admin\files\filemanager.ascx.vb

Change the following method to:

Protected Sub lnkDLFile_Command(ByVal sender As Object, ByVal e As System.Web.UI.WebControls.CommandEventArgs)

   'FileSystemUtils.DownloadFile(PortalSettings, CType(e.CommandArgument, Integer), False, True)
   Response.Redirect("~/LinkClick.aspx?fileticket=" + e.CommandArgument + "&forcedownload=true")
   BindFolderTree()

End Sub
