Now I understand the problem better.
It caused by Cross-references of controls in Security and Users folders.
Users\manageusers.ascx refers to Security/SecurityRoles.ascx and
Security\signin.ascx refers to Users/Password.ascx and Users/Profile.ascx.
When
each folder output to its own assembly, it causes a problem that described in MSDN article "Common Web Project Conversion Issues and Solutions"   Issue 3: Circular references. 

I work-around the problem by moving SecurityRoles.ascx (and corresponding App_LocalResources\SecurityRoles.ascx.resx file) to Users folder.
However dnn_ModuleControls table has entry for Admin/Security/SecurityRoles.ascx.

I am not sure, where it is used and how important to change it to Admin/Users/SecurityRoles.ascx.

I've raised an issue report "Cross-references of controls in Security and Users folders causes errors on "Published" site" in Gemini.

Yes, I've moved SecurityRoles.ascx (and corresponding App_LocalResources\SecurityRoles.ascx.resx file) to Users folder and didn't find any problems with this.
However I was using the customized DNN based application, that was not tested for different scenarios which could happen in generic DNN site.
