Is this how I would pass the return value to my app?
        Public Function GenerateCIPNews(ByVal objInfoCIPNews As CIPNewsInfo)
            If objInfoCIPNews.Description.Trim <> "" Then
                Return (DataProvider.Instance().GenerateCIPNews(objInfoCIPNews.ModuleId, objInfoCIPNews.PortalId, objInfoCIPNews.Title, objInfoCIPNews.Description...))
            Else
                Return Nothing
            End If
        End Function

You would need to make GenerateCIPNews returns something in the dataprovider project. Change executenonquery to ExecuteScalar

I believe that should then work.
