Ok I posted the solution here:

http://www.dotnetnuke.com/Community/ForumsDotNetNuke/tabid/795/forumid/107/threadid/78613/scope/posts/Default.aspx

The connection string is commented out for SQL 2000/2005.  You can use the SQL2000/2005 for either 2000/2005 or Express.  Just remember to add the database if your using Express.

FYI, I did remedy my problem by uninstalling SQl server 2000, then reinstalling it AND applying service pack 4.  Prior to this I did not have SP 4 installed and kept getting a connection problem.  I then re-extracted all of the install zip file to the C:\dotnetnuke directory and it worked!

I was using Windows Server 2003 Enterprise Edition and SQL Server 2000 Developer's edition.  You HAVE to install Service Pack 4 on SQL.
