I found the answer!!!

Delete the chilkat.dll (or for me it was chilkatdotnet.dll) file from the bin folder.  I'm not quite sure why it works.  From what I gather, DNN tries to sniff for chilkat.dll for some reason.  But, deleting it fixed the problem for me.

I had a different error message, but deleting the DLL file solved the FileManager problem. Unfortuately, the ChilKat DLL file is required by my email manager module!

Part of the error: Admin\Files\FileManager.ascx.vb(324): error BC30456: 'Key' is not a member of 'System.Web.UI.WebControls.TreeNode'
