If, for example, I select 'Toolbar not expanded' on a Text/HTML module and apply this setting to 'Module', then the toolbars are not expanded on the current module. This is correct.
On another Text/HMTL module, however, the toolbars are still expanded. If I check the custom options here, then the checkbox on Module level is not checked.
When I go back to the first Text/HTML module, the checkbox is still checked (on Module level).

Am I missing something or is this a bug?

This is the way the 'per module' options work. They only apply to the specific module that is on a page. It does not apply to a 'module definition' such as Text/HTML.

If you wanted every single instance of every text editor for every module definiton to start with the toolbars collapsed, then you would apply that setting for the 'portal' options.

Thanks for your answer. What's the difference then between 'per Instance' and 'per Module'? I expected the 'per Instance' setting to behave as you described.

There may be cases where there are 2 instances of the text editor on a page in a module. This is where you could define different options per instance.
