What's the best method for me to deploy a multi-language portal?

What do you mean by "deploy"? If you need to create ML portals, have a look at the 3rd party solutions from www.apollo-software.nl and dnn.tiendaboliviana.com.

Let me explain in more detail.  I installed various language packs, however, when I log onto the site (with the correct language enabled within Windows) I still see English. 

Do I need to create seperate text modules for each language?

if you want to provide content in multiple languages, you need 3rd party modules (see above).
