I am getting this error "Too many people accessing the web site" frequently.  The environment is Windowx XP Professional.  Has anyone run into this problem?

I believe XP only allows for 10 Simultaneous Connections, so more than that and "To many people......"

Assuming you don't have more that 10 connections like jhoelz mentioned, try disabling HTTP-keep alives in IIS properties for your website.
