I'm running dnn 3.1.1 on Windows 2003, and I get the following error on installing the PA:

StartJob Registering DesktopModule
Failure ExceptionSystem.ArgumentNullException: Value cannot be null. Parameter name: type at System.Activator.CreateInstance(Type type, Boolean nonPublic) at DotNetNuke.Framework.Reflection.CreateObject(String TypeName, String CacheKey) at DotNetNuke.Modules.Admin.ResourceInstaller.PaDnnInstaller_V3.GetDesktopModuleSettings(DesktopModuleInfo objDesktopModule, PaFolder Folder) at DotNetNuke.Modules.Admin.ResourceInstaller.PaDnnInstallerBase.RegisterModules(PaFolder Folder, ArrayList Modules, ArrayList Controls) at DotNetNuke.Modules.Admin.ResourceInstaller.PaDnnInstallerBase.Install(PaFolderCollection folders) at DotNetNuke.Modules.Admin.ResourceInstaller.PaInstaller.Install()

Do you have any idea why this might be?

Not really.

Are you really sure that you are using DNN 3.1.1?

The problem didn't sound like a module specific problem, could you install other modules without any problem ?

Do you have any additional error messages from your log viewer ?

Following your question, I have just looked at the log viewer!  There are loads of exceptions there, right from the very beginning, which was a few days ago, and there are too many to be sure that one of the earlier errors isn't having a knok-on effect and causing this one.

So now I've discovered this log viewer, I'm going to start again from scratch, and I'll load the blog module as one of the first things that I do so that I can be sure that I get 'clean' errors

I've been trying to run dotnetnuke across two servers (web & db) that are not in a domain. When using classic ASP I've been using windows authorisation in SQL Server and employing impersonation and mirrored accounts to allow communication between the two servers to take place securely.

It appears from the log that I've been having more errors than I realised, and that impersonation using ASP.NET is more complicated than I'd imagined, particularly with respect to passing the correct credentials from the web server to the db server.

This evening I set up a site on the db server and configured DNN as recommended (mixed mode, anonymous) and your Blog module loaded perfectly, and I suspect that any other modules that I've previously had trouble with will now install cleanly.
