Is there any way to enable a role so that they can send Newsletters or access the Newsletters Module which Admin has access. For example, if I wanted to set up a Security Role of Secretary, who would be able to send a newsletter to all members (or specified roles), is this possible in the basic install of DotNetNuke, or would I need a custom module to do this?

you would need a custom module to do that, the DNN Newsletter Module is only available to admins (as are all other items in the admin menu)

Erik is right and if I'm correct there is a module out there - that allows non administrators to send emails - it was built for this very purpose.

Any suggestions on a module that can do this? I need to allow site users send to roles, not an opt-in list.

You can create one from the core newsletter module without having to write a single line of code.

Just read this excellent guide.
