I want to move a DNN site to a new ISP and would like some advice.  What is the process?  Do I backup and restore the MS-SQL database?  What other files need moving?

In addition to backing up and restoring the database you will need to copy all the files from the root directory of your DNN insall.

After this you should verify that your SQL connectivity to the new dB is working - try connecting from an external tool like sql express management studio.  You will probably need to create a login on the new server.  Once that is ironed out and your id/pass is working, verify that the IIS settings are correct as per the install docs.

One last thing that might save you some time - if you are going to test out your new site via a temporary address before updating DNS entries for your domain, you will need to add the new alias to the portal.  If you know what it will be ahead of time you can log into the old site and add it via Host - Portals.  If you do not, you will have to manually create an entry for it in the PortalAlias table after the move.
