make sure, the User "Network Service" (Windows 2000/2003) or "ASPNET" (Windows XP) has write permission for the /portals/_default folder

I have been able to install other skins/modules without a problem.  How do I verify that my settings are correct?

Also, when I go to my skins I see the package but nothing shows up (no skin files in this folder) But if I hit parse it says that it did it successfully.  But still nothing is showing up??

it looks like the skin package is not packed correctly. Please check the content of the zip.
