Been there, done that....

Follow my advice:
1.  Fix your permissions.  Having insufficient permission to your d:/ root (because you did not install in drive C:) will give you this message about unable to connect to database which sends you chasing the wrong thing.

2.  Always start over cleanly in your install (ie delete your database and create a new blank database, delete all files and re-unzip your installation files.) after you figured out what you did wrong the last time.
