This is a clean install.  No changes to the web.config or SiteUrls.config files.

Thanks for the heads up regarding your thread.....let me know if you discovere a resolution.  I'm also on my 3rd clean install.  I've wiped the database, IIS, and folders clean.  I've also attempted the Upgrade to 4.5.1 with no luck either.  I've switched the hostsettings value for usefriendlyurls back and forth from "Y" to "N".

I mentioned in the other thread, that you might want to ensure that you have full permissions to the DNN directory given to the ASP.NET process. 

Also, I would ensure that your web.config has an HTTP handler listed for LinkClick.aspx and that the referenced DLL file is included in the bin directory of your DNN installation.

Are you working from the install or source versions of DNN?

I'm working from the "Install" versus source version.

<add verb="*" path="LinkClick.aspx" type="DotNetNuke.Services.FileSystem.FileServerHandler, DotNetNuke" />  Is listed in the web.config httphandlers

Dotnetnuke.dll and DotNetNuke.HttpModules.UrlRewrite.dll are in the bin folder. 

I have full permissions to the DNN directory of the ASP.NET process.  As a result of the issue I'm experiencing, I've given full permissions to all folders for everyone on the machine/network.

While this round didn't pan out, I appreciate your assistance in resolving this issue.

My web host (Resellers Choice) knew the answer to this problem. Here is their reply:

Please note this is not permissions related. This is caused by the .aspx extension in IIS having the setting "verify if file exists" checked. That is incompatible with friendly URLs.
