Well i'm getting the same screen.  Did a fresh install of DNN 4.5.5.  I downloaded then install version (precompiled).  Running Windows server 2003 sp1.  Installed .NET framerwork 2.  I gave everyone full access to the directory on my d: drive just to make sure.  I cannot get away from this error.  Any additional thoughts are helpful.

I may have figure this out.

I tried everything I knew to try (short of downloading source and compiling).  So I deleted the folders, the web site and decided to start over.  This time instead of extracting the files (I was using the windows zip viewer).  I tried to drag and drop the files.  I got an error message.  Tried 2 more times and get error mesaages about copy failure in various places.  So then i extracted the files (no issue).  I then used one of my other pc and opened the zip file with WinRAR.  I dragged and dropped the files from WinRAR to the folder no errors.  Gave "Network Service" modify access.  Setup up my SQL database again.  Changed the config files.  Verified .NET2 was selected for the website, and viola.  It worked. 

So currently I am leaning towards an issue with Windows Server 2003's approach with native extraction of zip files.

I had the same problem - I discovered that Windows 2003 Server was blocking certain files when it was unzipping the installation zip file. All I did was download a fresh copy of the installation zip file from the main DNN site directly to my webserver.

After this, I have had no further issues with blocked files during the unzip process.

So I agree with samson120 - it seems to be a problem with 2003's approach to unzipping zip files that have been copied onto the server from another machine.

I'm new to dotnetnuke. i try your approach. But the error message still show. Can you guide me? Thank you.

If you download the file onto your  server then Unblock the file by right clicking on it in server 2003 and selectecting propities and it will display unblock.

After that I found that assigning the networkservice privileges did the job.
