I installed 4.5 and it through the install all good and then when it went to portal.  This happens even though it says that the installations was successful.

please be more precise, there have been six version 4.5.x

did you try to restart the application?

DotNetNuke 4.5.5 and yes I did try to stop and restart IIS and then rebrowse to the site.
