I have to second this as a bug, but it doesn't occur 100% of the time.  Some sites that we upgrade go fine and some don't.

We have same problem site is working only we can not access the admin and host pages on portal 0 on other portals it's working?

For my site all I had was portal 0 and no admin or host pages.  The solution I found is the "IsSecure" column for those menus in the Tabs table was set to TRUE and all URLS were being redirected to https://, but I don't have SSL setup on my development system.  Changed all of the columns to FALSE, restarted the site (important step) and everything works again.
