You will find the Language Editor under both the Host and the Admin menus.  Changes made under Host will apply to every portal.  Changes made under Admin will apply only to the portal in question.

Look for Language, then Language Editor.  Then, the editor should open up for editing the text in App_GlobalResources\GlobalResources.resx.  Find the Privacy text and edit it.  Same for Terms.

Update on information above:

In version 5.6.2 the 'Languages' option is not available under 'Host'. In stead if you log on with the host account and click on 'Admin...Languages' you can edit 3 GlobalResource files:
System: \App_GlobalResources\GlobalResources.resx
Host: \App_GlobalResources\GlobalResources.Host.resx
Site: \App_GlobalResources\GlobalResources.Portal-0.resx

If you log in as admin for a specific portal you can only edit the last one.

If you want to delete the e-mail in the 'Terms Of Use' and 'Privacy Statement' look for '[Portal:Email]' in 'Resource Name: MESSAGE_PORTAL_PRIVACY.Text' and 'Resource Name: MESSAGE_PORTAL_TERMS.Text'. (A simple find on the page for '[Portal:Email]' will also direct you to the proper location.)

I did this in the 'System: \App_GlobalResources\GlobalResources.resx' file and it worked for all my portals, but the same result can probably be reached by editing 'Host: \App_GlobalResources\GlobalResources.Host.resx'.
