As I mentioned in a previous post, you can download the file by FTP, if you have FTP access, edit it and then upload it by FTP. That is a work-around, but requires care when editing. You must use escaped characters like &lt; for < and the others. The file itself is full of examples. Don't know if this will help you, but if you can do it you won't be totally hooped.

Previous post:

I found the file for the language changes in App_GlobalResources/GlobalResources.resx, made the text changes there and FTP them to the site. That fixed the text but still get the error if I try to change it online.

I had the same problem.  I had to change text in Resource Name: MESSAGE_LOGIN_INSTRUCTIONS.Text.  When I clicked the arrow next to it to edit it in its own window it worked.
